please read a better study done on recidivism done by human rights watch. http://www.hrw.org/en/reports/2007/09/11/no-easy-answers this actually explains what the laws do on former sex offenders. and they surveyed a lot more sex offenders than this study did. and recividism should only include new sex offenses. since there are 10 million requirements that s.o. have to follow now.
