IL- Kane County's homeless programs get $1.3 million

But not for sex offenders, if they have a lifetime registration requirement! -- MI- Man found in snow had no place to turn

2-24-2009 Illinois:

Kane County will get an infusion of nearly $1.3 million this year -- about $15,000 more than requested -- to help 11 initiatives that assist the homeless, or those at risk of becoming homeless.

Formed in 1999, the Kane County Continuum of Care, operated out of the county's development department, has sent nearly $10 million in federal dollars toward local homelessness programs. This latest round is part of $1.6 billion in homelessness assistance announced through the U.S. Department of Housing and Urban Development this month.

Aurora's Public Action to Deliver Shelter will get $362,423 -- about $2,300 more than requested -- to operate both its transitional living center at Hesed House and its Light-House permanent housing program. Light-House has been given enough money to expand to nine clients, and offers rental housing and case management for the chronically homeless.

Lazarus House in St. Charles will receive $86,748, up about $1,000 from its request, to run both its transitional and permanent housing programs. The permanent program helps three chronically homeless people with rental housing and case management.

The Ecker Center in Elgin runs two permanent housing programs, helping 20 people a year with rental housing and mental health services. Ecker Center works with homeless with mental illnesses, and will receive $338,232 -- an increase of $7,128 from its request -- this year.

Elgin's Community Crisis Center will get $96,635 (up more than $1,500) to operate its transitional housing services and case management for up to 16 households. The Larkin Center in Elgin will get $300,375 (an increase of more than $3,000 from its request) to provide permanent support housing, also for those with mental illness.

Kane County's development department received $109,853 to operate the county-wide Homeless Management Information System.

Will County has its own Continuum of Care, and will receive more than $2.9 million to continue operating six programs, including Daybreak Center and several housing initiatives.

With the signing last week of the $787 billion stimulus package, HUD informed recipients that more money could be on the way to help the homeless. ..News Source.. by ANDRE SALLES

Agencies that aid the city's homeless will receive $6.4 million in federal funds for housing programs, mental health efforts and other services.

The annual grants, announced last week by the U.S. Department of Housing and Urban Development, mark the fourth consecutive year of record grants for Louisville.

"It's extremely important because it literally funds the lion's share of our shelter system, and we have a number of permanent housing projects in this for the homeless," said Mary Frances Schafer of the Coalition for the Homeless, an advocacy group in charge of the city's grant application.

Metro government will use the largest pool of money -- $1.1 million -- to provide rental assistance for homeless persons with drug and alcohol problems and mental illnesses.

Several new projects are funded in the latest round of grants, including a $555,400 joint program between the Kentucky Housing Corp. and the St. John Center that will help find stable housing for the chronically homeless.

Local agencies asked for $6.3 million but received more because rents have increased since the application was filed, said Schafer, the coalition's director of community coordination.

Nationwide, homeless programs stand to receive $1.416 billion.

The grants also come amid fears that rising unemployment may lead to a spike in homelessness.

The coalition's annual one-night count in January 2008 found 2,700 homeless -- an 82 percent jump since 2005. Results from this year's census, conducted last week, are not yet known, Schafer said.

MIAMI - Through a competitive grant process, the U.S. Department of Housing and Urban Development (HUD) has awarded Miami-Dade County $25,647,568 million to fund programs that provide services to homeless individuals and families.

The grant will be used for continuation funding of 80 programs offering transitional and permanent housing, and a variety of supportive service programs. Specifically, it will support a homeless continuum of care of over 5,800 beds. Miami-Dade’s programs received a combined record total of $25,647,568 million in funding through U.S. HUD's "Continuum of Care" homeless funding competition.

"Once again Miami-Dade County has demonstrated that our comprehensive system of care for the homeless merits strong support by the federal government. The work of the Homeless Trust over the last 16 years has reduced the number of homeless people on the streets of our community from 8,000 to less than 1,000 the lowest in our history" said Ronald L. Book, Chair of the Miami-Dade County Homeless Trust. “We thank U.S. HUD, our partners, for helping us end homelessness in Miami-Dade County and throughout America. Our partnership with U.S. HUD is a cornerstone of our work in this community.”


Member of the Miami-Dade County Homeless Trust Board, Miami-Dade County Mayor Carlos Alvarez declared, "This record level of funding represents a continued commitment on behalf of U.S. HUD to help communities that have helped themselves. We are fortunate to have these additional funds to help these needy families and individuals; and grateful to HUD for their collaboration in addressing those most in need."

The Miami-Dade County Homeless Trust administers the majority of these federal funds, as well as the unique local food and beverage tax for homelessness. In addition to serving as a policy and coordinating body for homeless services in the County, the Trust also prepares the annual federal application for funding, following community input and the identification of service and housing gaps and needs.

Miami-Dade County is eligible to receive up to $12 million in funding through the national competition, which includes funding requests for both new projects and for continuation funding for existing programs. Miami-Dade's funding represents 35% of the total funding allocated to organizations in the State of Florida. ..News Source..

KS- Wichita Receives HUD Homeless Funds

2-23-2009 Kansas:

City of Wichita officials announced on Monday that Wichita will receive slightly more than $2 million in funds from the U.S. Department of Housing and Urban Development, to continue providing shelter and other resources to assist the homeless.

Phil Mangano, Executive Director of the White House Interagency Council on Homelessness, praised the community's collaborative efforts to assist the homeless.

"It's a tribute to the political will of Mayor Brewer and local government officials as well as the civic will of the business community," Mangano said. "Wichita is moving in the right direction and that is attracting more federal assistance to the city."

"We know that the needs are increasing around the country, so we are glad to have these resources to assist the homeless population in Wichita," Mayor Brewer said. "These funds are the result of teamwork across the community."

Mangano said there will be funds for Wichita in the Stimulus Package, which was recently authorized by Congress. Locally, the City Manager's Office is coordinating a staff team, which is monitoring Stimulus Package funding to ensure that Wichita is positioned to receive and utilize funds to benefit our community. ..News Source.. by KAKE10.com
