State auditor: Former sheriff's employee owes another $10,000

Interesting, Police pocketing FEES paid by registrants. Registrants had better check to see that their records do reflect FEES they have paid!

COSHOCTON — The State Auditor’s Office released the results of a special audit today that shows former Coshocton County Sheriff’s Office lieutenant James MacDonald owes an additional $10,153.

MacDonald entered guilty pleas to six counts of theft in office, fourth-degree felonies, last year, and was sentenced in January to to six months in a community-based correctional facility.

A 16-year employee of the sheriff's office, MacDonald, 40, of Coshocton, was caught on video taking money from funds collected for carrying concealed weapon permits and the Electronic Sex Offender Registration and Notification Ohio Database, or eSORN.

According to the audit, a finding for recovery against MacDonald for the money collected by unaccounted for was in the amount of $31,290. At his sentencing, it was noted that he had paid restitution in the amount of $21,137. The auditor’s office said the remaining $10,153 needs to be repaid.

The audit also states that MacDonald issued two checks totaling $1,532 that were substituted for cash in deposits to the Inmate Personal Funds Account and he is ordered to repay it as well.

The auditor’s office made a recommendation to the sheriff’s office that it implement a written policy regarding safeguarding and depositing funds in a timely manner as described in the Ohio Revised Code. The sheriff or his representative should monitor the fee collection and deposit activity, the audit states.

According to the audit, there was an instance in which collections were held up five months before being deposited.

In addition, the auditor made recommendations that the sheriff’s office reconcile an issue with duplicate receipts to aid in the accountability of funds collected, and develop written procedures for providing fee waivers to registrants for eSORN fees. ..Source.. by Staff Report
