Sex offenders would not have to register for life under new bill

The proposed system is still an offense based system, and does not inform the public of the risk of the offender -in the present day light- the proposed system is only focused on -when the crime was committed- and ignores all rehabilitative efforts of the state and offender since that time. Systems focused on "Ease of Classification" do not result in a proper or truthful classification to inform the public of who is more dangerous today!
5-4-2011 California:

Some sex offenders in California would no longer have to register for life under a new bill approved by the Assembly's Public Safety Committee on Tuesday.

The new measure creates a tiered system where sex offenders would register for ten years, 20 years or life.

California is one of only four states that requires lifetime registration for all convicted sex offenders. The measure creating the tiered system has the support of the California Sex Offender Management Board.

The bill's author said it will help focus limited resources on those most likely to re-offend.

"Since not all sex offenses are the same you not only get more bang for your buck, but you'll also have more effective law enforcement around the perpetrators that are the most egregious and do the horrible things that keep us up at night," Assemblyman Tom Ammiano, D-San Francisco, said.

Under the proposed registry system, non-violent offenders who are considered "low risk" and have gone ten years with no sex or violent offenses and no more than one felony would only have to register for ten years.

Those with a moderate risk of re-offending, who were convicted of a violent sex offense or molestation, would be in the second tier. And ,offenders with a record of sexual violence or mental disorders and multiple felonies would remain registered for life.

It's about time that the justice system woke up to realize this law is the worse thing that ever happened to and american......we fight for freedom for others yet with the sex offender law being passed it made us worse than china or any other country when it comes to human rights...

The tide is changing and what we see here is a possible light at the end of the tunnel.Im optimistic as to what will happen and think of the money will be saved for California.

This would save the taxpayers a lot of money. The officers that contact the people should have some input since they see them and should be able to identify the ones that should remain on the registry.

Thank god. People are finally listening and the message is getting through. All we need to do is implement in all fifty states like the Jacob wetterling act or the sorna (disaster) law. need to implement this as soon as possible. peoples' lives have been so jeopardized by the laws targeted at only miminum risk sex offenders that are classified as dangerous and violent who had sex onetime with a willing participant who was 13-15. thank you, by the way most sex crimes are committed by new sex offenders so we dont need to keep punishing old ones. dont worry the laws implemented prior to 1992 actually had merit and worked and they will work again if you allow them to. god bless everybody and lets try to keep the hatred of all sex offenders to a miminum. we dont encourage bullying and name-calling in schools now, lets stop it with the sex offender laws too. we want kids to know that people can forgive each other and we dont have to spend our lives carrying around a grudge or bitternetss towards anyone. lets try to act like real christians and allow people to get along and be prosperous again. "turn the other cheek." a good start.

After 16 years the law changed and my name got on the Meghans Law site. I may lose my job tomorrow - i have been summoned by the HR dept because of my bkgd report. Horrible part? I can't go back and change my plea after 16 years - the case paperwork was destroyed. But it's okay for me to suddenly be a sex offender. I hope this passes and my name comes off immediately.

The "suspense file" process is nerve-wracking for lobbyists and legislators, as it is highly secretive, and one does not know until the minute the bill is announced whether or not it is going to be passed to the Floor or if it is headed to the "suspense" graveyard.

I just went online and saw where
AB625 was ordered to inactive file by Assemblyman Charles Calderon. Does this mean it is lost forever? With such hope that this madness was seeing some light at the end of the dark tunnel. I don't understand since it was passed on 5/27 with 9y and 7n and 0NV.
Anybody have any answers?

The problem with the Sex Offender law is it's like the Salem witch hunts. For the most part they are just looking for something that is just not there. I'm not saying that no one should be on it but I would bet that 80% of the people on it shouldn't be. Most people are like the court system one sided they hear something and they just believe it. All it takes for ANYONE to get on the sex offender list- EVEN YOU!- Is to have a kid or your wife or girlfriend or even a girl at work get mad at you and say you touched her. Yeah it's that easy... The sex offender registry board is only a puppet doing what they are told to do, they send you a letter every year asking you for the same information they already have. It needs to STOP- Stop wasting the time of people, and the tax payers dollars!
