Restrictions only apply to those on parole or probation. One thing done here is absolutely absurd, checking DVDs...what a waste of resources and taxpayers money.

ALBANY _ The state Division of Parole said today it will conduct its annual “Operation Halloween” during the holiday week to help protect children and communities by imposing special conditions on sex offenders under state supervision.
Beginning in the early afternoon on Halloween, Oct. 31, all sex offender parolees will be required to remain in their homes until 6 a.m. the following morning, the state agency announced.
Parolees will not be able to participate in any Halloween activity, will be prohibited from wearing any costume, mask or other disguise and cannot open the door to any minors who are trick-or-treating.
Additionally, parolees will be required to answer their telephones because parole officers will be making calls throughout the night to ensure they are home. Officers will also be conducting unannounced curfew visits, including using portable DVD players to see if parolees are in possession of inappropriate videos.
The Division of Parole supervises 2,299 sex offenders statewide.
“While Halloween is often filled with fun and scary surprises, the prospect of someone preying on a child is not the kind of frightening experience parents should have to worry about,” said George Alexander, parole division chairman.
Meanwhile, State Police Superintendent Harry Corbitt announced Thursday plans to work with county sheriffs and local police agencies to target drunk drivers starting this weekend and through the Halloween week. ..News Source.. by Joseph Spector
