It is not clear what "Feds Order" means, as the Guidelines are merely that, guidelines and are not mandatory. Vermont can take the stance that they WILL NOT conform to the guidelines, how ever to do so, will cost them in a federal crime fighting grant which will be reduced. However, other states are saying, that the cost of complying is far greater than to not comply. Will post clarification as soon as we can.

Vermont could lose federal funding for law enforcement if the state doesn't make changes to the sex offender registry.
Rules just issued by the U.S. Department of Justice require Vermont to increase public access to its on-line registry. That access now is limited mainly to law enforcement and for use in criminal background checks.
The state also needs to reconfigure the way it measures the risk posed by sex offenders who are about to be released into the community.
And it must shift to a system of in-person checks with law enforcement for people on its registry. The current system allows offenders to register and check-in by mail. ..News Source.. by WCAX
