It appears that the SMART Office has convinced Regulations.gov to post the Supplemental Guidelines on their site. You can view what they posted HERE
The problem is, they have posted it totally wrong, they posted it as a "NOTICE" not as a "Proposed Rule" which means that folks cannot post COMMENTS to it.
In addition, they indicate the Agency as OJP (Office of Justice Policy) and not DOJ (Department of Justice, Office of the Attorney General).
One would think they would READ what they are posting and verify it is posted correctly, but maybe thats asking too much. So, we are back to square one, no one is able to post comments.
I will be back with more as I learn more about this complete mess.
